The first thing to do is always to check the requirements for the specific program you are interested in. Contact the international office or check the website of the university in question.
Common Basic requirements in Germany are:
Meeting the language requirements
Having the Identification documents (ID, Passport, etc.)
For university: having a high school degree equivalent to the German high-school degree

Preparing a good application
Once you are aware of the requirements, start preparing your application well in advance and submit it before the deadline. This is very important because it gives you a little extra time, in case you still need to submit something else.
You may also want to consider applying to more than one program to increase your chances of acceptance because programs often have different requirements. If you don’t know if you will be able to move due to legal conditions, apply anyway. Your new educational circumstance may change your legal conditions.
